Developing countries face a series of health crises that threaten the lives of millions of people. Lack of infrastructure is an important barrier to scaling up treatment for disease. Electronic Medical Records (EMR) systems have been identified as a way to enable low income countries to offer better quality health care at lower cost. Yet, outside of large hospitals, such systems are still rare.

Just Economics was commissioned by BT to carry out a social impact analysis of the EMRs installed in seven medical centres run by the international children’s charity SOS Children’s Villages (and funded by BT) in sub-Saharan Africa.

The evaluation is a pre- and post-analysis of the impact of the system on efficiencies, working practices and clinical outcomes. Tools included a time-motion study of the patients journey around the clinic. The study found that in general the system simplified clinical processes, such as computerised invoicing and prescriptions, and reduced paperwork. However, the outcomes were contingent on the level of preparedness of the clinic to adopt the technology.
